HCBS Waiver Process

The Home and Community-Based Services (HCBS) Waiver is a program offered through the New York State Office for People With Developmental Disabilities (OPWDD) that allows individuals with disabilities to receive Medicaid-funded services in their homes and communities rather than in institutional settings. The waiver is essential for accessing Self-Direction, residential supports, employment services, and more.

Steps in the HCBS Waiver Process

1. OPWDD Eligibility Approval

✅ Submit documentation to OPWDD to establish eligibility for developmental disability services.

2. Care Coordination Enrollment
