Steps in the Self-Direction Budget Submittal Process

1. Preparing the Budget for Submission

✅ Work with your Support Broker (us!) and Care Manager to finalize your Self-Direction budget.
✅ Ensure all budgeted expenses align with OPWDD guidelines and Medicaid funding rules.
✅ Confirm that all required categories are accounted for, including:

  • Staffing (Community Habilitation, Respite, Paid Neighbor, etc.)

  • Goods & Services (technology, memberships, adaptive equipment, etc.)

  • Classes & Activities (educational and recreational programs)

  • Housing Subsidies (if applicable)

2. Review & Approval by Your Fiscal Intermediary (FI)

✅ Submit your draft budget to your Fiscal Intermediary (FI) for initial review.
✅ Your FI will:

  • Check for compliance with Medicaid and OPWDD regulations.

  • Ensure funds are properly allocated across categories.

  • Request revisions or clarifications, if needed.

3. Submission to OPWDD for Final Approval

✅ Once your FI approves the budget, they will submit it to OPWDD for final approval.
✅ OPWDD will review the budget to ensure:

  • It meets Self-Direction guidelines.

  • All services are necessary and support the individual's goals.

  • Medicaid rules and spending caps are followed.
    ✅ If OPWDD requires changes, your Support Broker will assist with revisions and resubmission.

4. Budget Approval & Implementation

✅ Once OPWDD approves the budget, you will receive an official approval notice.
✅ The Fiscal Intermediary activates the budget, and funds become available for use.
✅ You can now:

  • Hire and pay staff (Community Habilitation, Respite, etc.).

  • Make purchases for approved goods and services.

  • Enroll in community classes or programs.
    ✅ Begin tracking expenses and submitting reimbursement requests through your FI.

5. Ongoing Budget Management & Modifications

✅ If changes are needed during the year, submit a budget modification request.
✅ Work with your Support Broker to shift funds between categories if necessary.
✅ Regularly review spending to ensure budget compliance and financial sustainability.
